Almost one year has passed since Detective Nicholas McNulty of the Norfolk Police Department solved the brutal murder of Jasmine Parker. Now, he and Detective Laura Snell have been assigned another shocking case to solve: the murder of Karen Gardener, a controversial anti-abortion activist and the sister of Norfolk Mayor Robert Larson, whose body was found in the Elizabeth River with numerous stab wounds and wrapped in plastic wrap. Running for re-election amid a year of political turmoil in Norfolk, Larson personally assigns McNulty and Snell to solve the case at the recommendation of Police Chief Tiffany Francis.
This case, however, is unlike any other case McNulty has been up against. Upon further discovery in the investigation and being approached by an erratic witness, McNulty and Snell both learn that Gardener, despite her conservative political positions and tough stance on crime, once had a past secret life that even if news of it leaks, it would cause both an uproar in the City of Norfolk and an impact on the upcoming election. Both Detectives are not just tasked with preserving this secret from the public, but also finding Gardener's killer and bringing him to justice.
